Putin Offers Amnesty to Chechen Rebels

Russian President Vladimir V. Putin introduced legislation to grant amnesty to Chechen rebels who disarmed, despite two suicide bombings this week in the republic. Putin said the bill was “aimed first of all at creating additional conditions for the establishment of peaceful life.”
He said the amnesty, if approved, would apply to those rebels who had relinquished their weapons over the decade ending Aug. 1, 2003. It does not apply to foreigners or Russian citizens guilty of murder, kidnapping, rape or other especially serious crimes.
