Carpinteria to hit ‘built out’ point

Carpinteria officials hope about 150 houses, condominiums and apartments will ease the housing crunch for those priced out of the market.
City planners warned, however, that the projects will be the last. Carpinteria will be “built out,” a side effect of its unique geography and bureaucratic limits on growth.
The city is entirely in the coastal zone, surrounded by the sea on one side and agricultural land on the other.
The California Coastal Commission encourages the preservation of agricultural land and flatly rejected a recent city attempt to develop housing on a site zoned for agriculture.
