No more break for air polluters

The U.S. Court of Appeals for the District of Columbia struck down an exemption that has allowed refineries, chemical plants and other industrial facilities to exceed federal air pollution limits. The 2-1 decision overturned a provision enacted in 1994 under President Clinton and broadened by President Bush.
