This report was prepared in collaboration with ProPublica, an independent investigative newsroom in New York. T. Christian Miller, a former Los Angeles Times staff writer, did much of the reporting for this article before leaving The Times last year and has continued to cover the issue for ProPublica.
Miller and Times photographer Francine Orr went to the Philippines to document the plight of injured civilian contract workers, and Orr also traveled to South Africa. Doug Smith, The Times’ director of database reporting, contributed to this report.
