Girard Partners Signs Pact With Pic ‘N’ Save: The investment group pursuing the discount retailer signed an agreement letting it review confidential financial information from the retail chain. Girard, headed by La Jolla financier David H. Batchelder, said it needed the data to formulate a bid for Dominguez-based Pic ‘N’ Save.
